Abstract:
In this paper we ask the question as to what extent the implementation of particular social choice functions is robust to invasion by out of equilibrium alternatives. In particular we consider the existence of a special class of Nash implementable social choice function which is evolutionary stable. This work has implications for how robust institutional structures are to evolutionary change in society. In particular, we show that social choice functions that are monotonic and both internally and externally stable are implementable in evolutionary stable states.
